Phil Mayor, senior staff attorney at the ACLU of Michigan, sent a letter on Tuesday, February 18th, 2020 to the 86th District Chief Judge Stepka and Grand Traverse County Sheriff Bensley urging them to end the unconstitutional bail practice of failing to return cash bail paid by third parties for defendants in Grand Traverse County.
