Marc joins the ACLU after nearly seven years in the Civil Rights Division of the Office of the General Counsel at the United States Department of Health and Human Services. There, he advised the Department on cutting edge constitutional and civil rights issues like the coverage and provision of gender affirming care, discrimination in automated decision making tools, and disability rights during the COVID-19 pandemic. He most recently served as Deputy Associate General Counsel for Civil Rights, where he was responsible for managing a team of attorneys and overseeing the Department's civil rights litigation docket. Marc helped litigate dozens of cases in federal district and circuit courts, and assisted the Office of the Solicitor General as a subject matter expert on several matters at the United States Supreme Court. He received the Department's Excellence of Service award for his work on religious and conscience rights in healthcare. 

Marc started his legal career as a fellow in the West Michigan office, where he helped litigate cases addressing prison conditions, police misconduct, free speech, religious liberty, and immigration enforcement. He also worked at Legal Services of South Central Michigan and the National Registry of Exonerations.

Marc grew up in the Upper Peninsula. He is a graduate of Michigan State University and the University of Michigan Law School. Marc clerked for the Honorable Miranda M. Du at the U.S. District Court for the District of Nevada.
